ING Group's Investment in Mexico
ING Groep N.V. has firmly established itself in Mexico's burgeoning insurance market with its purchase of a stake in Seguros Comercial America S.A. de C.V.

The deal will put pressure on other Mexican insurers to become more efficient and find additional resources to compete with foreign-backed insurers, which have access to large amounts of capital.
ING will pay $555 million for a 39.7% share of a new subsidiary of Savia S.A., a Mexican conglomerate that owns the majority of Seguros Comercial America.
The new subsidiary will own 71.6% of Seguros Comercial America, with ING having the option to increase its stake to 49% in the first year and a controlling interest after three years.
For 1999, Seguros Comercial America's total premium volume was 17.1 billion pesos ($1.81 billion), with a net income of 993 million pesos ($105.4 million).
ING already has a 49% stake in a Mexican pension company, Afore Bital, and a 49% stake in a joint venture with Banco Bital that sells annuities through the bank's branches.
The purchase will significantly increase ING's international insurance operations, according to Nicholas Holmes, vp and senior analyst at Moody's Investors Service Ltd. in London.
ING's international banking network is well-established, but its insurance business is largely limited to the Netherlands and the United States.

Foreign insurers may gain a greater part of the existing market and expand in the future by purchasing Mexican insurers, as seen with New York Life Insurance Co.'s acquisition of Seguros Monterey Aetna S.A. in January.
Smaller domestic insurers often lack the operational efficiencies and market share to compete with larger rivals, which will become even more powerful with the backing of large international financial services companies.
