Wren Kingston, another potential suspect since he had a brief romantic relationship with Spencer and could've done it because of her relationship with Toby; however he is ruled out as soon after his return he started working in London so would have been much harder if not impossible to poison Emily while being across seas and also anyone else suspected on having done more than just provide practical assistance when needed like Agent Tanner's theory of him providing Ali with information on how to evade capture continuously proving inaccurate over the course of episode after episode.

In conclusion, we now know that Dr. Rollins poisoned Emily Fields with experimental drugs from Radley Sanitarium where he worked as a doctor at the time of the poisoning incident which makes him directly guilty if any further legal action will ever be taken in Pretty Little Liars' world regarding this matter

The Murder of Mona Vanderwaal was a central plot twist in the Freeform teen show Pretty Little Liars. It all began when Mona went missing on Thanksgiving night, and the Liars accused 'A' of having something to do with it. While 'A' was clearly doing a lot to make all of the Liars uncomfortable and even attacked Mona in her dorm room a few episodes prior to her disappearance, it wasn't actually him who killed Mona - it was CeCe Drake/Charlotte DiLaurentis (finally revealed in season six!).

Although CeCe felt what she did was warranted after all that she had suffered, it certainly wasn't justice. In this instance, Ms. Drake took matters into her own hands without giving any thought as to how many other lives could be ruined by an act not even accepted by law.
