Olney is a village in Richland County, Illinois, United States. The population was 5,078 at the 2010 census. It is the county seat of Richland County. Olney is home to two hospitals, Olney General Hospital and Richland Memorial Hospital, and to a branch of Lincoln Trail College. It is also the site of the ingress-egress point for the company Ameren Illinois' natural gas line that supplies gas to most of downstate Illinois.
The village was founded in 1839 by Colonel James D. Henry, who named it after his friend and business associate, Leonard White Olney of Rhode Island. Leonard Olney later served as Olney's first postmaster. The village was incorporated on February 16, 1854.
In 1864, Olney was designated as the county seat of Richland County, which had been recently organized. The county courthouse was built in 1868.
The first rail line through Olney was the Indianapolis, Bloomington and Western Railway, which reached Olney from the east in 1880. The Illinois Central Railroad (now Canadian National) came to Olney from the south in 1881.
The Wabash Railroad (now Norfolk Southern) came to Olney from the west in 1882.
Between 1907 and 1909, the Enos tract, a large area of land in northwestern Richland County, was purchased by the Olney Improvement Company for the purpose of developing a new coal mine. A town, Enos, was built to house the miners and their families. The mine operated until 1938.
In recent years, Olney has experienced significant population growth. The 2000 census showed a population of 4,849, which grew to 5,078 by 2010.
