What Is HIPAA Training

To meet UCSF's requirements, you'll need to complete the VA CITI training. This training will also meet the education requirements for the SFVAHCS.

If you're transferring from another institution, you may be able to transfer your completed CITI trainings to UCSF. This is the recommended approach to retain prior training records and avoid repeating courses unnecessarily.

To initiate the transfer, log into the CITI website using your existing credentials and follow the steps to affiliate with UCSF. You'll need to be affiliated with both your previous institution and UCSF for the transfer to occur.

Collaborators at other sites don't need to complete the UCSF CITI Human Subjects Protection Training course unless UCSF has agreed to act as their IRB of record.

Here are the requirements for transferring course credit between institutions:

  • Be affiliated with both institutions (your previous institution and your new institution).
  • Enroll in the courses that need to be transferred in the same stage (Basic / Refresher) for a transfer to occur.

To start, you'll need to log into the CITI website using your existing credentials, and then click "Add Affiliation" to affiliate with UCSF.

You can transfer your completed CITI trainings to UCSF, depending on specific criteria, which is a great way to retain prior training records and avoid repeating courses unnecessarily.

Human Subjects Protection

Human subjects protection training is a crucial requirement for researchers involved in studies with human participants. Key Study Personnel at UCSF or its affiliated institutions must complete human subjects protection training on the Collaborative Institutional Training Initiative (CITI) website.

The requirement to complete CITI training applies to all Human Subjects Research, Key Study Personnel, including Exempt, Expedited, and Full Board studies. IRB approval of any individual application is contingent upon the fulfillment of this requirement. Key Study Personnel include the Principal Investigator, other investigators, and research personnel who are directly involved in conducting research with study participants or who are directly involved in using study participants' identifiable private information during the course of the research.

Training is valid for a three-year period. Investigators and staff must renew their training certification before it expires by taking either a refresher course or retaking the full course. Members of the research team who have not completed human subject research protection training may not take part in aspects of the research that involve human subjects or their private identifiable data.

Key Personnel also include faculty mentors/advisors who provide direct oversight to Postdoctoral Fellows, Residents, and Clinical Fellows serving as PI on the IRB application.

You're required to take CITI HIPAA Research Training if you're involved in research that creates, uses, and/or discloses Protected Health Information (PHI). This includes research that involves reviewing medical records or creating new medical records.

If you completed the UCLA HIPAA Research training certification course before 2009, you meet the requirement and don't need to take the CITI course.

There's no need for a refresher course on UCLA HIPAA research training.

The CITI training will show up in the BruinIRB application's Local Study Team Members section as you add personnel to the application.

Human Subjects Protection Requirements

To conduct human subjects research, you must complete the required training. All UCLA Key Personnel involved with human subjects research must have a current and complete UCLA Human Subjects Research certification or UCLA Good Clinical Practice (GCP) certification via CITI.

The Principal Investigator is responsible for ensuring all Key Personnel have completed the training. Key Personnel include the Principal Investigator, other investigators, and research personnel directly involved in conducting research with study participants.

Key Personnel may choose to complete GCP training in lieu of human subjects research training. However, if your study is NIH-funded, you must complete GCP certification.

Note that CITI training completed at another institution may or may not transfer for credit at UCLA, depending on how recently it was completed and the type of course(s) completed.

As a researcher, it's essential to ensure that all Key Personnel have completed the required training before submitting an IRB application. The webIRB system will automatically check for current training, and if any Key Personnel have missing or expired training, the system will block submission of the application.

Training Completion and Certificates

To confirm that your Key Personnel have completed CITI training, you can verify their training status through the webIRB Training Log. This tool requires logging into the ORA Portal using your UCLA Logon ID and allows you to search for completed trainings by last name, first name, department, and/or University ID number.

You can also check the CITI Lookup Tool, but if your name appears there but not in the IRB application, you'll need to link your UCLA Single Sign-On (SSO) information to your CITI account.

If you're looking to retrieve your own CITI certificates and completion reports, you can log into your CITI account to access and download your records. However, if you're no longer affiliated with UCSF, you'll need to complete a request form to obtain a certificate or completion report.

Renewal Needed?

Key Personnel must renew their Human Subjects Research or GCP training via CITI every 3 years. You will receive an email notice from CITI 180 days, then 90 days, then 30 days prior to the expiration date for your course.

You can complete the Refresher Course up to 180 days prior to the expiration date of your current CITI training. If you don't complete the refresher course within 3 months after your training expiration date, you'll be required to take the full course again.

To renew your training, you'll need to select and complete any 3 modules of your choosing. This will renew your CITI human subjects protection training requirement for another 3 years.

Here's a quick rundown of the renewal process:

  • You'll receive email notices from CITI 180, 90, and 30 days prior to the expiration date of your course.
  • You can complete the Refresher Course up to 180 days prior to the expiration date.
  • Failure to complete the refresher course within 3 months after the expiration date will require you to take the full course again.
  • For those with existing Human Subjects (HS) certification, CITI will automatically enroll you in the HS refresher course at the time of renewal.
  • You can choose to complete GCP training instead of the HS refresher course by adding a GCP course and removing the HS refresher course in your UCLA CITI account.

Certificates and Reports

If you're a current UCSF personnel, you'll need to log into your CITI account to retrieve your own certificates and completion reports, as the UCSF IRB staff don't have access to your password/login information.

The CITI website has instructions on how to access and download your records, so be sure to check it out.

For former UCSF personnel, requesting a certificate or completion report is a bit more involved - you'll need to complete the Request for CITI Certificates and Completion Reports for Former UCSF Personnel form.
